Elevator safety in South Africa is governed by the following regulations and standards which supersedes EN 81 and EN82 standards:
• Occupational Health and Safety Act 85/1993
• The standards relating to lifts, escalators and passenger conveyors as issued by the South African Bureau of Standards (SANS)
Lift, Escalator, and passenger conveyor systems needs to comply with these regulation and standards to be deemed safe for use.

SANS Regulations
Legislation can become quite complex in respect of vertical transportation. With our thorough knowledge and understanding of safety regulations and standards, you can trust us to obtain and maintain conformance.
Inspections and Testing
The Occupational Health and Safety Act (OHS Act) requires a registered Lift Inspector to inspect all elevator and escalator systems every 24 months. These inspections help ensure that every system remains safe, reliable, and fully compliant with South African regulations. Additionally, any necessary upgrades or corrective work must be completed to maintain compliance and operational safety.
Building owners may appoint an Independent Lift Inspector of their choice, or Utility Elevators can arrange one on their behalf. After the inspection, the inspector issues the relevant annexure to confirm that the equipment is safe for use and complies with OHS Act requirements. As a result, property owners and facility managers receive official certification that their vertical transportation systems meet the required safety standards.
The applicable inspection certificates include:
- Annexure B – Passenger Elevators
- Annexure K – Goods Lifts
- Annexure E – Platform Lifts
Furthermore, if the inspector identifies any non-conformances, the required corrective actions must be completed within the specified timeframe. Once the issues have been resolved, the inspector performs a follow-up assessment and issues an updated certificate confirming that the elevator or escalator complies with all applicable safety regulations.
In the event of non-conformances, the inspector will list all the non-conformances on the relevant Annexure. Whereby the elevator or escalator owner has 60 days to rectify the noted non-conformances. The inspector will issue an Annexure reflecting a clean bill of health.
